On December 5th the Northeast POW/MIA Network joined the Blue and Gold Star Mothers, Fathers, Siblings, family members and other veteran groups came together to help a NH Gold Star Mother in honoring her son's memory by laying wreaths at the NH Veterans Cemetery in Boscawen, NH.

A veteran who is also a proud Marine Dad put together these two slideshows.

On November 28, 2009 the Northeast POW/MIA Network lost a great friend ~ Russell A. Dunn of Meredith, NH

Russell moved to Meredith at the age of 4 and has been a resident of Meredith most all his life. He attended Meredith schools.

He was an active member of the Disabled American Veterans and a past member and commander of the Griggs-Wyatt American Legion Post 33 in Meredith. In 1989, he was one of the founders of the Thursday night POW/MIA vigil, held in Hesky Park, Meredith.

He was a decorated Army veteran and received the Purple Heart as the result of his combat service in Vietnam.

Russ was laid to rest at the NH Veterans Cemetery in Boscawen on Friday December 4th. Bob Jones of the Northeast POW/MIA Network attended the wreath laying services on Saturday December 5th where he placed a wreath of remembrance on Russ's grave.

Rest in peace our friend ~ We will never forget!

Former POWs Now Eligible for Posthumous Purple Hearts

WASHINGTON, Oct. 8, 2008 – A policy change to expand eligibility for the Purple Heart award to prisoners of war who died in captivity represents the right decision that recognizes their sacrifice, a senior defense official told American Forces Press Service.

The Pentagon announced the new policy earlier this week that will extend criteria for receiving Purple Hearts to prisoners of war who have died in captivity since the attack on Pearl Harbor on Dec. 7, 1941.

“The Purple Heart is an award worn with great pride and recognizes that the servicemember has been wounded or killed as a result of enemy action,” said Samuel Retherford, director of the Pentagon's officer and enlisted personnel management directorate 

The revision maintains the integrity of the award while allowing a reasonable presumption that servicemembers who die in captivity did so as a result of enemy action or complicity, he said.

Retherford noted that the conditions and circumstances of capture and captivity are difficult to document. But unless compelling evidence indicates otherwise, the policy assumes that the death resulted from enemy action or from wounds incurred as a result of enemy action during capture.

The new policy will allow retroactive award of the Purple Heart to qualifying POWs since World War II. This will cover the large number of American POWs who died in captivity during that war, Pentagon spokeswoman Eileen Lainez said.

Extension of the Purple Heart to these POWs does not constitute dual recognition for the same act or service, Lainez emphasized.

“The POW Medal recognizes honorable service for members who endure the trials and tribulations associated with being a POW,” she said. “The Purple Heart recognizes servicemembers who are wounded or killed in action with the enemy or as a result of enemy action.”

The POW Status -- Matt Maupin was buried last week.  Among the honors bestowed was the awarding of his medals.  These medals included the Purple Heart and the POW Medal. 

Isn’t it ironic that a captured serviceman, returned under his country’s flag is now designated a POW, by our government.   Yet, our government denies that same individual a POW status when it is needed most, when he is in enemy hands.

We recognize this enemy, like the Viet Cong before them, does not adhere to the Geneva Conventions.   However, the designation of captured American service members as POW tells the world the value we place on our personnel and tells the enemy how we expect these men and women to be treated.  

The designation POW paints a picture.  It clearly states a service member is in enemy hands.   Missing/Captured is ambiguous.  There was no ambiguity to Maupin’s status; he was a POW under the Geneva Conventions. Had this been the Vietnam War, under the same circumstances, Maupin would have been designated a POW.  We’ve proven that, over and over again.

 The public understands the POW designation.  A Missing/Captured designation is a question mark. Clearly, in the case of Matt Maupin there is no question.  Yet, sadly our government refused to provide Maupin the moral protection a POW designation provides.

In our March 15th newsletter, we related two incidents, one involving the media the other personal, that illustrated the general public’s lack of awareness regarding service members captured in Iraq.  That’s what the Missing/Captured designation does.  It misleads the American public.

John Lynch and the Executive Council today voted unanimously to pass a resolution accepting the Hesky Park POW/MIA stone and flagpole as a gift from the Town of Meredith and recognizing it as New Hampshire’s original POW/MIA memorial.“I believe strongly we must do everything to honor the service of the many brave New Hampshire men and women who have sacrificed, and continue to sacrifice, for our freedoms. Good morning....Great news....please read the following link to Fosters and the story of THE POW/MIA stone at Heskey Park in Meredith.  This news is even better than expected after the bill was killed in the House because of the word "the"....who would have thought that action would have turned lemons into lemonade!!!  (thanks House...)

On 1/22/08 the NH State Committee(Public and Municipal Affairs) Voted unanimously IN FAVOR OF Bill(S-473)NAMING Hesky Park,Meredith, NH, the "State Of NH'S POW/MIA Memorial Site". This was accomplished by the work of a Blue Star Mom and WITH THE support of many State Senators. Mrs. Holly Tetreault of Meredith..Thank You.

HESKY PARK IS, AND HAS BEEN, the home of the longest held POW/MIA Awareness Vigil(20 years) in the Nation's History, and IS THE SITE OF THE yearly POW/MIA Freedom Ride(15 years)

The Northeast POW/MIA Network supported this effort and is Proud to be associated with the States Blue and Gold Star Mothers.."These Ladies Served as we did, and MANY ARE STILL DEDICATED IN THEIR SERVICE.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT naming the Prisoners of War/Missing in Action Memorial in Hesky Park in the town of Meredith.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Town of Meredith; Prisoners of War/Missing in Action Memorial Named. The site in Hesky Park in the town of Meredith consisting of a large stone and a flagpole shall be hereby named the Prisoners of War/Missing in Action Memorial in honor our country’s veterans who were prisoners of war or are missing in action. Appropriate signage may be placed at the location of the memorial.

2 Signage. The cost of design, construction, maintenance, and installation of any signage, replacement signage, or other markers authorized under section 1 of this act shall not be a charge to the state. However, the design, construction, and installation of any signage or other markers authorized under this act shall be approved by the department of transportation.

3 Effective Date. This act shall take effect 60 days after its passage.

It's official, the State of NH is the first state in the Union to pass and enforce a bill that states that the only recognizable description for POW/MIA's is the designations POW and MIA.

I just received the following from Carolyn Maupin, mother of Iraq POW Matt Maupin who was murdered in captivity. Thank you New Hampshire leaders for walking point on this. You have done what everyone has talked about. You took action and paved the way for all of the other states to follow. GOD bless NH.

I will now start working on getting the following piece of legislation passed in Kentucky. I challenge all veteran leaders, veteran organizations, and those who care to start today copying the following petition and ask your state senators and representatives/delegates to sponsor and pass this in your state. We all have talked enough. it is for a show of support for our POW/MIAs. we can pass this in ALL states if anyone cares in these states.

What would you do if someone you loved went missing in a war? You would do everything you could do. Working to pass this is as simple as getting up and doing it. The beer, bingo, and BS can wait. It is time to fight for our POW/MIAs. This is the least we can do.

Thank you Howie for getting this to me....I sure wanted to be there today (work just gets in the way of what I would like to do!!!). Now we need to get it changed at the DOD!!! If any of you reading this need more info, please let me email or call me.

It's official, the State of NH is the first state in the Union to pass and enforce a bill that states that the only recognizable description for POW/MIA's is the designations POW and MIA. The governor signed it into law this morning in front of a group of about 75-100 people, and in addition he signed our POW/MIA petition that will go to the President and Congress asking them to direct the DOD to restore this designation. The Governor also announced that he will be sending a letter to the President on this matter, and in addition will be asking the the Chairman of the National Governors Association to present this to all Governors. Senator Jack Barnes, has drafted a letter asking the same that he will be sending to all the governors and some Congressional leaders.

On the petition signed by the Governor also appears the signatures of Reps Baldasaro, Boisvert, Sprague and Emiro, Senators Barnes and Fuller-Clark, Mary Morin of the NHVC, and two WW II former POW's.

This is not the end, this is just the opening shot. Contact veterans and Veterans groups all over the country and ask them to support the petition, make one of their own if they want, and ask their State Legislatures to do the same.

Now I know a similar petition was done by some groups in the past, but it was addressed to President Bush, and went nowhere. Just because you signed that previous petition does not mean you have done your part, it just means you support the request and we hope that you will sign a new petition and continue the fight.

Till they all come home!
